A broad range of governmental and non-governmental agencies and organizations influence the development of pain law and policy. At a practical level the most meaningful pain policies are those made by state medical boards and accreditation agencies. The most influential federal government agencies regarding pain law and policy are the Department of Health and Human Services (HHS) [HTML] and, because of its role in dealing with controlled substances, the Department of Justice's Drug Enforcement Administration (DEA) [HTML].
